Gujarat is one among the leading states within the implementation of key e-Governance infrastructure, polices and projects. The State’s approach are often best summed up as “Think Big, Start Small and Scale Fast”. 

The three fundamentals that characterize Gujarat’s e-governance initiative are: Responsiveness, Transparency, and Accountability. At the State Level eNagar Portals were designed and developed for online citizen centric services to urban local bodies. 



eNagar project provide a good range of services to the citizens like Sops and Establishment, Complaints and Grievance, Registration of Birth, Death, & Marriage, Professional Tax, Building Permission, Estate Management, Hall booking etc.. with online payment gateway facilities.

eNagar project has transformed the way citizens perceive the executive machinery. regardless of his place of habitation, a citizen can visit online eNagar portal and complete all payments of fees/taxes/charges, online registration and certificate etc. the target of providing single point windows fixing of common information and communication Technology infrastructure by the government.




Objectives

The objective is to possess a price & time efficient, transparent and scalable Web based citizen centric service and back office operation network which is definitely distributable and customizable for further replication altogether Municipalities across the Gujarat.



Make all Government services accessible to the commoner in his locality, through common service delivery outlets and ensure efficiency, transparency & reliability of such services to understand the essential needs of the commoner.

Enhance citizen service through efficient, responsive and transparent eGovernance systems which reduces the time-frame for approving and fast realization of the revenue.



Standardize eGovernance solutions across different ULBs, on interoperable technology platforms with compatibility for forward and backward integration.

Government of Gujarat has launched the e-Nagar project to bring all the Urban Local Bodies at par on a standard platform with reference to e-governance and m-governance. A centralized solution is anticipated to bring citizen centric services and solution for ULBs along side tailoring of existing applications of varied Municipal corporations/ULBs to the present centralized platform.

In this context, Urban Development & Urban Housing Department has appointed Gujarat Urban Development Mission as a Nodal Agency for e-Nagar Project. Total 170 locations (162 Municipalities and eight Municipal Corporations) are covered in eNagar Project.

eNagar Project covers 10 Modules with 52 services as below:

3. Building Permission 

4. Registration of Marriage 

5. License module 

6. Professional Tax

7. Complaint Module / Grievance redressal

8. Fire & Emergency Services

9. Land & Estate Management

The Bombay Land Revenue Code, 1879 governs the process of land mutation in Gujarat. The land mutation is a vital process in all legal transactions involving the property. Through mutating a land in Gujarat, the owner will acquire the rights of the land, and the property details will be revised in the revenue record (7/12 and 8A) as well as in the Gujarat mutation register. In this article, we will look at Gujarat land mutation in detail.


How E-Dhara has changed Gujarat land records system:





The application procedure to complete Gujarat Land Mutation through e-Dhara centre is explained in detail below:
Applicant should ready with service specific information like: Occupational Details, Family details, other than basic applicant details before moving with submitting application online.

All fields marked with *(star) are mandatory fields in Online Application.
As per the language selection English or Gujarati respective language keyboard should be used for filling an application form.
If your application is returned for change or to fill incomplete details, kindly submit it within 37 days of return. If fail to submit within 37 days application will be disposed with rejection. Application fee will not be refunded.

Step 1: The applicant needs to submit an application form in a prescribed format to the -Dhara centre operator.

To download mutation application visit the home page of the Revenue department of Gujarat. From the home page, 

Step 1: click on E-Dhara Forms. In a new page, the list of E-Dhara application form will be displayed. By clicking on download option, you can get the printed copy of the application form.

Step 2: On receipt of the application, postal addresses, telephone numbers of khatedars, the necessary attached supporting documents, consistency of application detail with computer data, will be scrutinized. cGet Acknowledgement Receipt


Step 3: The operator enters the basic details into the computer from the application and generates two copies of acknowledgement receipt. The applicant gets one copy of the receipt. Verification by Mamlatdar


Step 4: The e-Dhara deputy mamlatdar will verify the application details, supporting documents and basic details entered and authenticate it biometrically. The system generates a unique mutation entry number and mutation note.


Step 5: The e-Dhara deputy Mamlatdar verifies and does biometric authentication. The operator will generate notices from the system and keeps it with the mutation case file. Verification by Talati


Step 6: The Talati will collect mutation files from the e-Dhara centre. He/she follows up the mutation process, i.e., serving notices and taking acknowledgements from the party and waiting for 30 days.


Step 7: The mutation file after the competent authority’s approval will be submitted to the e-Dhara centre for further processing.

Step 8: When the process is completed, the mutation file becomes a permanent record residing in the e-Dhara record room.
